David W. Shannon is a graduate of Elizabethtown College and licensed in Pennsylvania as a Certified Public Accountant. Since joining the firm in 1980, he has concentrated in Pennsylvania Sales and Use tax recovery and now serves as President. He is a member of both the Pennsylvania Institute of Certified Public Accountants and the American Institute of Certified Public Accountants.
Mr. Shannon was appointed by the Secretary of Revenue to a team assigned to develop legislation, Act 45 of 1998, designed to clarify many Pennsylvania sales and use tax ambiguities impacting construction contractors. Mr. Shannon was also appointed by the Commonwealth Court to serve on a committee tasked with reviewing and clearing a large group of Pennsylvania sales and use tax refund claims. These claims involved numerous parties with possible conflicts and the risk to the Commonwealth of duplicate payment. The committee was charged with identifying the conflicts and minimizing the risk.
Mr. Shannon presently serves as Vice-Chair of the Dauphin County General Authority. Previously, he served as chair of his church’s school expansion program and a member of its finance and new construction committees. Mr. Shannon continues to serve in a variety of capacities including treasurer and senior campaign member for a number of local elected officials including Pennsylvania State Representative and Dauphin County Commissioners.
